This is my take on the card shown on page 132 of the Idea Book & Catalog. At first, I couldn't imagine how the fun curvy cardstock was cut and then I realized, they must have used the cutter blade on the Cutter Kit. The original card is shown below, in the middle:
To use this technique, apply temporary adhesive (Dotto) to the cardstock and stick it to the Glass Mat that you use for the Circle Scissor Plus. This is because the cutter blade will move most smoothly on the glass. Then, just take the cutter blade and press firmly while cutting a free-form curvy edge--there is no right or wrong here! If you don't press firmly enough, the cut won't go all the way through, but you can always trim that up with some snips.
I used one of the stamps from Circle Circus for my background circle, then punched stars from some scraps of So Saffron. I hope you're starting to get the whole point of Re-Work Wednesday--find something you like, then make it work with what you've got!
